IEEPA Tariffs Ending;
New 10% Reciprocal Tariffs Take Effect

Dear Friends and Colleagues,

We write with an important update regarding the current tariff landscape affecting wine imports.

1. IEEPA Tariffs Terminated – Effective February 24 at 12:00 am AM EST

U.S. Customs and Border Protection has issued guidance confirming that duties imposed under the International Emergency Economic Powers Act (IEEPA) pursuant to prior Executive Orders will no longer be collected on goods entered for consumption or withdrawn from warehouse for consumption on or after 12:00 a.m. ET on February 24, 2026.

CBP will deactivate the applicable HTSUS tariff lines in ACE effective at that time.

Please note:

  • This action terminates IEEPA duties only.
  • It does not affect other existing duties.

2. Replacement Global 10% Tariffs – Effective February 24 at 12:01 AM EST

Separate from the IEEPA action, the new 10% ad valorem tariffs are scheduled to go into effect at 12:01 a.m. ET on February 24, 2026. Importers should plan entries and warehouse withdrawals accordingly.

On Saturday, President Trump posted publicly that global tariffs would be raised to 15%. However, as of today, no Executive Order or formal proclamation has been issued implementing a 15% rate. Until such action is formally published, the 10% rate remains the operative measure.

What This Means for the Wine Trade

  • Entries beginning February 24 at 12:01 a.m. ET are subject to the new 10% tariffs.
  • Beginning February 24 at 12:00 a.m. ET, IEEPA-based duties cease.
  • No official action has yet implemented a 15% global tariff rate.

Given the rapid developments and overlapping measures, we strongly recommend coordination with customs brokers and trade counsel to ensure compliance.
